KIGALI, (CAJ News) – RWANDA is celebrating the success of its Digital Ambassadors Programme (DAP), which it reports has equipped millions with essential digital skills and driven inclusion over the years.
In the country of 14 million people, more than 3,2 million people have been trained in digital literacy and the national digital literacy rate increased to over 75 percent.
The DAP initiative, launched in 2017, has thrived under the aegis of the “Digitale Ntigusige” (Be Part of the Digital Transformation).
Over the weekend, the East African country celebrated ambassadors, supervisors and partners of the programme, coinciding with the Digital Literacy Day 2025.
More than 2 000 of the celebrated individuals gathered at Intare Conference Arena in the capital, Kigali.
Antoine Sebera, Chief Executive Officer of the Rwanda Information Society Authority (RISA), hailed the event as the nation’s bold march toward universal digital inclusion.
“Each citizen trained represents a door opened, a dream realised and a voice strengthened in Rwanda’s digital narrative,” he said.
“Our Digital Ambassadors are not just trainers. They are changemakers, connectors and catalysts of transformation in their communities.”
Eraste Rurangwa, the Permanent Secretary in the Ministry of Information, Communications Technology (ICT) and Innovation, also graced the event in Kigali.
“Digital literacy is not a privilege but a right for every Rwandan,” Rurangwa said.
DAP is a government initiative that recruits ICT-skilled youth to train citizens in digital literacy and the use of e-services.
The World Summit on the Information Society (WSIS) has recognised the RISA-led programme as a champion project.
